The successful implementation of a construction project is target and expectation of the project owner and contractor, who have an effective time with a budget that is according to plan. This research work is to investigate the factors causing time and cost overruns in construction projects to provide solutions to the problems created by the effect of time and cost overrun on the quality performance construction projects in Lagos state. Research works on his topic have been done by many researchers, some of whose works have been reviewed in my proceeding sections. However, the extent to which these phenomena has affected quality performance of construction projects in Lagos, Nigeria, have not been adequately explored. More than 15 literatures which have covered similar topics were reviewed. Primary data was collected through questionnaires survey to the relevant stakeholders in the industry. Two sets of questionnaires were administered to professionals and stakeholders on project bases, and it covered 98 and 89 construction projects in Lagos state respectively. The reliability of the data from the questionnaire was tested with Cronbach's' alpha. These data were processed and analyzed using both descriptive and inferential statistics- ANOVA and test of hypothesis. Cronbach's alpha of 0.96 was got which signifies high reliability of the data.
